The state is a huge institution in Canada. It has become responsible for almost every aspect of our lives. But should it be this way? What should our governments be responsible for? How should our electoral system work? These are some of the issues being looked at in this section.

Globe & Mail, July 22 2010: The Conservatives say race and ethnicity shouldn't enter into the hiring process for federal jobs and have ordered a review of affirmative action policies. They want to look at government hiring practices, which currently give priority to qualified applicants from minority groups.
New Democrat MP Pat Martin called the move a “full-frontal attack on affirmative action.” Visible minorities, including aboriginals, have long been underrepresented in the public service. Treasury Board President Stockwell Day said no Canadian should be barred from a federal job because of race or ethnicity. “While we support diversity in the public service, we want to ensure that no Canadian is barred from opportunities in the public service based on race or ethnicity,” Mr. Day said in a statement. NoApologies.ca – July 16 2010 - By Neil Dykstra: The skin color of our new governor general, David Johnston, matters very little to me. Neither did it matter from what race or nationality our previous two Governor-Generals hailed, Adrienne Clarkson and Michaelle Jean. The central question to their appointment was simple – can they do the job? Can they, as head of state, represent Canada on the world stage? Can they present national awards, politicized as they are, to deserving individuals? And can they steer Canada through a constitutional crisis if called upon?

Canada has been a welcome haven for those in distress around the world, a record we can be proud of and must sustain. Giving protection to refugees is a key part of Canada's humanitarian tradition, and the Conservative government wants to build on that (but) at the same time fix some very serious problems in Canada's asylum system. Previous Liberal and Conservative governments, sensitive to the plight of so many, have tried and failed to implement refugee reforms.

ARPA Note: The decision to prorogue Parliament means that government bills have to be re-instated by Parliament in the new session if they are to continue. Private members bills, including C-384 (euthanasia) and C-268 (human trafficking), which have not yet received Royal Assent, will be delayed but will automatically continue in the new session.
