OTTAWA — The Harper government’s central legislative thrust this fall will be on the crime-and-punishment front, as it builds on a steady drip of anti-crime bills by proposing laws to make penalties harsher for child sexual abuse, crack down on human-smuggling and reduce the number of “mega trials” in Canadian courts.
